Ocean-bound plastic: the most valuable credit type

Ocean-bound plastic credits command prices 3–4x higher than land-based equivalents — but the label covers multiple competing definitions, certifiers, and verification models that buyers must understand before purchasing.

What is ocean-bound plastic?

Ocean-bound plastic refers to plastic waste that has not yet entered the ocean but is at high risk of doing so. The most widely used definition, established by the Prevented Ocean Plastic (POPs) standard, classifies material as ocean-bound if it originates within 50 kilometres of a waterway in a country classified as a low- or middle-income country (LMIC) — defined as nations without adequate formal waste management infrastructure. Under this framework, plastic collected in coastal communities of the Philippines, Indonesia, or Ghana qualifies if it would otherwise be disposed of in ways that risk waterway contamination: open dumping, burning, or informal landfilling.

Why ocean-bound plastic commands a premium

Ocean-bound plastic credits trade at $200 to $450 per tonne, compared to $50 to $120 per tonne for land-based collection credits. Three structural factors drive this premium.

  • High additionality. In countries without formal waste collection, plastic that is not actively intercepted almost certainly enters waterways. The counterfactual — plastic leaking to the ocean — is credible and measurable, making additionality arguments robust against scrutiny.
  • Social co-benefits. Collection programmes in coastal LMICs directly employ waste pickers, many of whom are women, improving household income, health outcomes, and community infrastructure. These co-benefits are increasingly quantified alongside credit issuance.
  • Communicable brand narrative. Packaging that states it is made with ocean-bound plastic creates a consumer-legible impact story that generic recycled-content claims cannot replicate.

The definition debate

The 50-kilometre boundary is not universally accepted, and the absence of a single international standard creates genuine ambiguity in the market.

  • Prevented Ocean Plastic (POPs) by Bureau Veritas uses the 50km-from-waterway definition, with waterways including rivers, lakes, and coastlines in LMICs. This is the most widely cited definition in corporate procurement.
  • Zero Plastic Oceans (ZPO) takes a community-centred approach, focusing on coastal and riverine communities without specifying a fixed geographic radius — prioritising social context over administrative boundary.
  • Administrative boundary approaches define ocean-bound plastic at the level of provinces or districts known to lack formal collection, simplifying auditing at the cost of geographic precision.

For buyers, the implication is clear: the label "ocean-bound" alone is insufficient. The underlying standard and named auditor determine what the designation actually means for any given credit.

Principal certifiers and standards

Three frameworks govern ocean-bound plastic certification with meaningful market penetration:

  • Prevented Ocean Plastic (POPs), operated by Bureau Veritas, provides independent third-party chain-of-custody certification aligned with ISO 14001 principles. It is the most common framework for brands making product-level packaging claims.
  • Zero Plastic Oceans (ZPO) emphasises community impact alongside material traceability, with particular weight given to social indicators such as waste picker income and household welfare outcomes.
  • Verra's Plastic Waste Reduction Standard (PWRS) enables ocean-bound project registration within its full third-party Validation/Verification Body (VVB) review process and public serialised registry — providing the highest level of procedural rigour available in the market.

Supply geography

The majority of ocean-bound plastic credits originate from six countries: Philippines, Indonesia, Vietnam, India, Ghana, and Kenya. These nations share common characteristics — high coastal population density, limited formal waste collection infrastructure, and active informal recycling sectors that project developers can formalise and scale. Southeast Asia dominates current supply; both the Philippines and Indonesia rank among the world's top contributors to ocean plastic leakage by volume, underpinning the additionality case for projects in those geographies.

Corporate buyers and volume commitments

Ocean-bound plastic credits have attracted major corporate buyers with explicit volume commitments. HP Inc. has committed to incorporating 8 million kilograms of ocean-bound plastic annually into products — one of the largest corporate commitments in the market. Other significant buyers include Dell, Henkel, L'Oréal, and Ecover, each integrating ocean-bound plastic into product lines or packaging to support sustainability disclosures and consumer brand differentiation. These commitments are typically multi-year and linked to specific supplier relationships rather than spot purchases.

Co-benefits beyond material recovery

Well-designed ocean-bound plastic programmes deliver co-benefits that extend well beyond the tonne-level metric:

  • Waste picker formalisation: informal collectors gain contracts, fair wages, safety equipment, and in some programmes access to financial services and healthcare.
  • Reduced disease burden: cleaner waterways reduce mosquito breeding sites and waterborne pathogen exposure, with measurable improvements in community health indicators.
  • Gender inclusion: because waste picking is disproportionately performed by women, formalisation programmes often include gender-specific support structures and can improve female economic autonomy at the household level.

Legitimate criticisms

The price premium that makes ocean-bound credits attractive to buyers can create perverse incentives if verification is weak. Critics note that high prices may encourage project developers to claim the designation for material that does not genuinely meet the at-risk threshold, or to concentrate collection in easily accessible urban areas rather than the highest-risk zones. Buyers who rely on marketing materials rather than verification documentation are exposed to reputational risk if claims are later challenged by NGOs or investigative journalists — a pattern observed repeatedly in voluntary carbon markets.

Due diligence checklist for buyers

Before purchasing ocean-bound plastic credits, procurement teams should verify the following:

  1. Standard: which framework governs the credit — POPs, ZPO, Verra PWRS, or a proprietary methodology? Is the definition of ocean-bound explicitly stated in credit documentation?
  2. Auditor: is a named, accredited third-party VVB conducting verification? Bureau Veritas, TÜV Rheinland, SCS Global Services, and Rainforest Alliance are established credible options.
  3. Chain of custody: can the project demonstrate traceability from collection point to recycling or co-processing facility, with weight records at each material handover?
  4. GPS coordinates: does the project disclose collection locations, enabling independent confirmation of proximity to qualifying waterways?
  5. Registry record: are credits listed in a public or independently auditable registry with unique serial numbers and a verifiable retirement trail?
