Ocean-bound plastic credits reach $412 per tonne as corporate demand surges

Record pricing for ocean-bound plastic credits reflects supply constraints and growing corporate commitments, outpacing carbon credit premiums by a significant margin.

Ocean-bound plastic credits reached a record price of $412 per tonne in the second quarter of 2025, according to transaction data compiled by Ecosystem Marketplace, marking a 34 per cent increase from the $307 per tonne average recorded in the equivalent period of 2024. The price surge reflects acute supply constraints across the certified ocean-bound plastic segment and a sharp acceleration in corporate purchasing, particularly from the cosmetics and fast-moving consumer goods sectors.

Ocean-bound plastic credits — defined as plastic collected within 50 kilometres of a shoreline that would otherwise have entered a waterway or ocean — now trade at a premium of three to four times the price of European Union carbon allowances, which averaged approximately €63 per tonne CO₂ equivalent in the same quarter. The comparison is instructive: ocean-bound plastic credits are not fungible with carbon instruments, but the spread illustrates the degree to which scarcity and narrative premium are driving plastic credit valuations in ways that have outpaced traditional environmental commodity markets.

Supply bottlenecks are the primary structural driver. The pipeline of certified ocean-bound projects under leading standards — including Verra's Plastic Waste Reduction Standard, the Ocean Plastics Leadership Network protocol, and the Zero Plastic Oceans certification — remains constrained by verification backlogs and the capital-intensive requirements of establishing coastal collection infrastructure in target geographies. Industry sources indicate that the average time from project registration to first credit issuance now exceeds 18 months, up from approximately 12 months in 2023, as accredited verification bodies struggle to deploy sufficient auditing capacity across South and Southeast Asia.

On the demand side, the cosmetics sector has emerged as the dominant buyer cohort. A survey of purchasing activity tracked by South Pole between January and May 2025 attributed 38 per cent of ocean-bound plastic credit purchases to personal care brands, followed by FMCG manufacturers at 27 per cent and packaging-heavy e-commerce companies at 19 per cent. The cosmetics sector's appetite reflects the particular consumer salience of ocean plastic in personal care marketing — a category where ethical sourcing claims carry documented brand value premiums and where plastic packaging volumes are large relative to product weight.

Unilever, Henkel, and Colgate-Palmolive are among the multinationals known to have expanded ocean-bound credit purchasing in 2025 as part of corporate plastic neutrality programmes, though none has confirmed specific volumes or transaction prices in public disclosures.

Analysts are divided on the sustainability of the $412 price level. The bull case rests on the expectation that corporate demand commitments — many of which extend to 2030 plastic neutrality pledges — will continue to outpace supply additions even as the project pipeline expands. The bear case points to a wave of new project registrations expected under Verra's revised VMR0007 methodology and a growing number of ocean-bound projects under development in West Africa and South Asia that could materially increase available supply from 2026 onward, relieving the scarcity premium that currently supports elevated pricing.

What the Q2 2025 data confirms is that ocean-bound plastic credits have established themselves as a premium environmental commodity in their own right, commanding prices that reflect a combination of physical scarcity, verifiable social co-benefits, and high consumer appeal — characteristics that distinguish them from the broader, more commoditised segments of both the voluntary carbon market and undifferentiated plastic credit instruments.
