Unilever has expanded its annual plastic credit purchasing to 50,000 tonnes, according to a disclosure in its Q3 2025 sustainability update, more than doubling the 22,000 tonnes purchased in 2024 and establishing the company as one of the largest single corporate buyers in the voluntary plastic credit market. The credits are sourced through a portfolio of projects across Indonesia, India, the Philippines, and Brazil, verified under the Verra Plastic Waste Reduction Standard and rePurpose Global's certified programme, with the majority representing ocean-bound or ocean-adjacent collection in coastal communities.
Strategic rationale
The expansion is driven by two converging pressures. First, Unilever's public commitment to achieving plastic neutrality across its 26 largest brands in developing markets by 2027 requires substantial credit volume to offset the residual plastic footprint that cannot yet be eliminated through packaging redesign and recycled content substitution. Second, the CSRD's mandatory Scope 3 plastic disclosure requirements — applying to Unilever's fiscal year 2024 reporting — have for the first time quantified the full downstream plastic footprint, revealing a figure considerably larger than previous voluntary estimates. The credit programme addresses the gap between the disclosed footprint and the company's reduction commitments. Unilever's chief sustainability officer stated that the expansion demonstrates the company's commitment to funding verified collection infrastructure in markets where its products are sold, while emphasising that credit purchasing is a complement to — not a substitute for — the company's primary strategy of eliminating unnecessary plastic and increasing recycled content.
Market implications
At 50,000 tonnes annually, Unilever's purchasing represents approximately 3 to 5 percent of estimated total voluntary market volume, making it a significant price-setter in specific credit categories. Industry analysts at South Pole and 3Degrees have noted that Unilever's offtake commitments are supporting project financing decisions for several new ocean-bound plastic projects currently in the Verra PWRS pipeline.
